172 Members of Congress Demand Delta Air Lines Cease Interference with Flight Attendant and Other Worker Organizing

The just-released letter from the Congressional Labor Caucus calls out Delta’s retaliatory actions against workers & urges the company to adopt a neutrality agreement

WASHINGTON (June 26, 2026) — Congressional Labor Caucus Co-Chairs Representatives Debbie Dingell (D-MI), Donald Norcross (D-NJ), Mark Pocan (D-WI), and Steven Horsford (D-NV) – alongside 168 Members of Congress – sent a letter to Delta Air Lines CEO Ed Bastian urging the company to adopt a neutrality agreement and not interfere with union organizing activities.

“All workers should have the choice to join a union, should they choose to form one, without interference. It is long past time to commit to a free and fair process that does not threaten the hard-earned benefits and employment of workers who engage in organizing activity – especially those tasked with ensuring travelers arrive at their destination safely every single day,” the Members wrote in a letter to Delta CEO Ed Bastian.

Delta Flight Attendants organizing with the Association of Flight Attendants-CWA, began a coordinated organizing campaign with other workers in November 2022. Delta management has long engaged in union-busting tactics and persistent interference with workers’ rights to seek union representation.

“As you are aware, under the Railway Labor Act (RLA), Delta has a responsibility to not ‘interfere...influence or coerce’ its employees in their choice of representative,” the Members continued. “We want to reiterate that we strongly believe a commitment to neutrality follows the spirit and intent of the law, and we believe this agreement is the absolute minimum standard Delta must meet to comply with the RLA.”

Under the Railway Labor Act (RLA), more than 50% of Delta Flight Attendants must sign a physical authorization card, which is only valid for one year, before Flight Attendants can petition the National Mediation Board (NMB) to conduct a union representation vote. In the case of the Flight Attendants there must be more than 50% of 30,000 Flight Attendants who have signed a physical authorization card in the last year.
